I am writing to urge you to OPPOSE SB 344 relating to direct contact with various animals. This bill is a massive attempt at state overreach. Nevada has had very strong wild animal regulations for zoos, commercial activities, and private owners for years, with very good results.

As seen with many states this legislative session, the misleading named Humane Society of the United States, (HSUS) has been pushing their templets for no ban related bills related to exotic animals.  All under the guises of public safety and their own misleading conjecture.

Many lawmakers around the United States are finding out more and more, just how misleading the HSUS spin actually is.

- Nevada already has strong regulations in place for such animals.  HSUS tries to spin the reason for added regulation is warranted by an increase in incidents.

- The facts show other wise, and  even "Big Cat Rescue", (proponent of such regulation)  has acknowledged that since the new federal regulations under the Captive Wild Animal Safety Act that they have seen a huge drop in rescue and confiscations by over 97%.

- Most of 3% that did need assistance were "usually from "sanctuaries" who rescued their way to bankruptcy, who then became part of the problem, rather than the solution"

- The Bill has very vague and "blank-check" interruptions such as "Direct contact" meaning physical contact with or a situation of physical proximity where physical contact is possible with a dangerous wild animal.

- The word "possible" opens a huge door for self-interpretation by authorities.

- USDA licensed facility would carry some exemptions unless they receive a "citation" from a animal care inspector,  Even through USDA firmly states that a citation is not a violation of the Animal Welfare Act.  

- In addition, ONLY zoos accredited by the AZA and their employees can have direct contact with those animals. Non-AZA, but yet licensed USDA facilities will be prohibited form allowing staff have direct contact with the animals, AND THIS INCLUDES THE OWNER(s).

- Some television and movie productions would be exempt only if spending $500,000 or more on production.

- The Bill exempts AZA accredited zoos, even though there have been almost 20 such big cat escapes at AZA facilities since 2001.

- The Bill would heavily impact those with qualified primates assisting handicapped persons such as a Quadriplegic person or person with Muscle Dystrophy, and others.

These are just a few of the many problems this Bill.
